Sadly it will make not enough difference, as already seen with citeh's dubious ground renaming, just a maneuver of monies to start to get round FFP, and it's made little difference to PSG's spending so they must think they have found a hole to slip through.
Will be hard to police as they will hire lawyers like me to find legal loopholes (and they will be there) and it will be even harder to make any sanctions stick and legally enforce them.
In the end are they really going to go through with say banning Real and Barca from european competitions, don't think so.
Also you can be certain that the Glazers will already have people in place to look at our own positioning.
The biggest teams have the resources to look to find ways to still do what they need to do and the smaller teams don't have the money to spend anyway so it won't be an issue for them.
In all it will make a bit of a difference but it won't provide a level playing field across the board.
