No...Only if the head-to-head doesn't separate them, the goal diff comes into play.. I think UEFA made a mistake in (b) here..If a team has better head to head record, isn't it obvious that they'd have a better Goal difference?
"If two or more teams are level on points they are split by
(a) higher number of points obtained in the group matches played among the teams in question,
(b) superior goal difference from the group matches played among the teams in question
(c) higher number of goals scored away from home the group matches played among the teams in question (d) superior goal difference from all matches played, (e) higher number of goals scored, (f) higher number of coefficient points accumulated by the club in question, as well as their association, over the previous five seasons."
