Are you expecting him to be the finished article at 18. Not even Messi has done that. Since you seem a bit clueless, I'll let you know how it works. Utd have scouts that are employed to find young promising talent. When one is found that fits what Sir Alex is looking for they will attempt to sign the player so that he can be trained the Utd way under our coaches. This will be done at under 18/reserve level, if they are showing true promise Sir Alex will consider loaning them out to a club he sees as suitable to continue this players growth and give them some much needed game time. If the player has a successful loan spell, they an be brought in to train with the first team and compete for selection in a first team game. A recent example of this is Tom Cleverley. Tom was not the player he is now when he was 18. But is now a cracking young player with room still to improve following his exposure to the first team. To summarise, if Powell keeps to the promise he has already shown we will have a good player on our books, if not we will sell him knowing he didn't have it in him to succeed at our level.
You really need to take time to check out a player properly before making a comment, rather than just looking at YouTube or football manager.
