The only country in the world where standard cars are right hand drive, and driven on the right side of the road!
So they drive on the right side of the road but the car is supposed to be for a country who drives on the left side. Almost all countries drives on the right side. It's easy enough to get a car that is built to drive on the right side.
Conclusion 1: It must be a (small) poor country getting used cars from a (large) neighbouring country where they drive on the left side.
Conclusion 2: It must be a poorly organized country since they don't change the official side to drive on when all the cars are built for the other side.
There is also a big chance that the country is pretty isolated. Being a distant island or so.
I can't see that it would be a country in the americas. There is no big countries driving on the left side there. It can't be an european country, none of them are poor enough (and then they would get their used cars from brittain (which would be stupid since there are better and cheaper cars from other european countries).
If it's in africa then it's a small country close to south africa. I find it possible but unlikely, there are some poor and unorganized countries but it would probably be easier and cheaper to get a car from another country (and even if they get some of their cars from there it would probably not be enough to reach more than 50% of the country's cars.
In Asia you have big countries that drives on the left side. If the cars are from Japan, it's probably an oceanic island. If they are from India/Pakistan then it's either a country in the north like Nepal or Bhutan, but even if they are not rich, they are pretty organized so I don't think it's them. It could also be in the west, like Iran or Afghanistan. Iran is unlikely but Afghanistan is a good candidate, It's poor, unorganized, isolated and don't have that many cars anyway.
There are a lot of small islands in Oceania that could easily get their cars from Australia/New Zealand/Japan. The only question is why they wouldn't drive on the left side of the road. But they might have so few cars that it doesn't really matter. I know it's not Fiji (they drove on the left side the last time I was there at least). But all of the rest countries out there in the ocean are good candidates.
So my guess is Afghanistan.
